Police Incident Count Measures the number of distinct police property crime incidents (not reports) over time in Austin. IMPORTANT: This metric counts distinct incidents using COUNT(DISTINCT incident_report_number). In this dataset, incident_report_number appears unique per incident based on validation testing. Property crime is defined here using Austin's category_description values: Burglary, Theft, Auto Theft, and Arson. Date field uses occ_date (occurrence date), not rep_date (report date), to better reflect when incidents happened. District breakdown uses council_district (Austin City Council Districts 1–10).
